... people had their COEs rescinded for any number of reasons, including: drugs; finances; mental health concerns (some people had therapy, counselling, etc. for what seemed like minor things but were nonetheless deemed unsuitable); and, foreign interests or preference (family living in 'hostile' nations, family owned property in 'hostile' nation).
