In Reply To: Schlim -- Before I received my formal COE by letter, I received a phone call where they told me they would be sending me a COE at Step X. I countered that Step X was well below my current salary. The recruiter immediately came back with an offer of X+2. I countered with the fact that another agency was offering me X+6. The person on the phone was not authorized to offer that but told me they would check with their supervisor. The next day I got an e-mail confirming my COE was in the mail with an offer of X+6. All of this was done in one phone call in about 15 minutes. All that being said, other than comparing their offer to a higher current salary and/or competing offer, I'm not sure how one would negotiate a higher step. Maybe SurferDude or some of the others here have some additional insight.
