However, the engineering scale is not published on the website from what I can see. I didn't even realize there was such a scale until I received a call saying that they were applying the engineering scale to my offer, which they followed up with a new COE. That was confirmed recently after I received an offer from a group different from which I received my original offer.

This appears to be the pay scase for certain types of engineers. Just got that by a simple google search for "GS government salary engineering table"
