BW, I'm pasting what I posted above your message the other day:
As for the NSA statement, each agency has it's own policy, and if you think about it, it would be very difficult for it to apply that strictly to folks working at the agency or at state, which by its very nature cover the globe. We wouldn't be hired in many cases without having had overseas experience.
We share intel with the UK more than any other country. They are one of the 'commonwealth cousins', i.e. UK, Australia, Canada, etc.
It's all a tricky area but like navy said, the military have been dealing with this stuff for years.
