Ironically, the article itself was interesting and deserves some sharp polemic.
The notion that influencial peddlers of NOC > Diplomatic Cover rarely have field experience calls for a second look at the agency's "revamped" structure and promotions system. And the fact that part of FBI and DoD intel collection is presided over by Goss' deputy is a hardy reassertion of the CIA's humint dominance.
That aside...
