They hire retired investigators from a variety of federal agencies. It is totally legit. It is also a way of determining whether the YOU presented by your SF-86 jibes with your life as he observes it. He likely did not work for the CIA and knows little about it. |

If there is a Diplomatic Security field office near you, then State will send you to an office, but if not, they use contractors, too.
