Here is my theory --
The key issue for case officers is truthfulness. They have to be reliable reporters of oral information provided by agents. They cannot be tempted to fabricate in order to fulfill recruitment targets. So I think there is a big push to eliminate those who lie for their own benefit, and this includes witholding information that would reflect negatively on their application. The pressure is less acute for DI folks, whose work is always subject to review since they're based on documenatary or other verifiable means. Again, this is just my theory.... T
