In Reply To: It's really all the same to me. Having, say a civilian career in telecommunications which I now have, and an unspoken career recruiting citizens of the host nation that you work in to divulge secrets about their gov't seems attractive. The US needs the ability to "see" into the operation of other countries and this is a valid way of doing it. Many businesses in friendly and unfriendly nations are majority owned by their govt so they are valid targets also. The telecommunications infrastructure is a key conduit of knowledge in many nations and secrets flow freely over the phone. We get loads of training about OPSEC COMSEC in the military specific to what we say and do over any unsecure link. But then again, I have yet to hear back from the recruiter. Why do you ask?
Message: I think the question has to do with the "non-official" part of employment. Personally, I would find it sort of scary to be a NOC. I mean, if a foreign government ever found out you were spying, it would be very easy for the U.S. Gov't to say they have nothing to do with you. Although I would like to think the gov't wouldn't cut and run like that, there must be a reason why NOCs exist in the first place. So...no, I wouldn't do it.
