is that the security clearance standards are the same across all departments of government.
On the other hand, the suitability review allows agencies the opportunity to implement more rigorous standards. DO's suitability standards are probably what makes the background process so tough.
Unlike the security clearance decisions, you cannot appeal the suitability review decisions.
