My husband is the only person I have told about my potential employer and he is very trustworthy as far as secrets. He does have a distrust of the CIA; however, as a member of the business community, he feels as if the CIA only works in the interest of American economic stability & longevity, by any means necessary, which he believes is a positive thing. My husband is not a learnered individual, and he has a select skill set that is finacially rewarding. One thing I had not thought about was some training I have had for a certain field of work I was in, where we discussed the authenticity of polygraph results and how one could easily, or calmly rather, give a truthful result, when in deed the individual is lying. I cannot go any further than that, but maybe the agency is looking into this "training", which was for good purposes. And of course I listed it in my original packet.
I just do not believe the agency would do such a thing because of cost factors and leagality issues.

I would consider it unlikely. I think your husband may just be a bit paranoid. You should read Lindsey Moran's book, "Blowing My Cover". After her COE, she mentions her roommate claiming that a strange car had been parked on their block for a few days. It turned out to be the same car driven by the investigator who came by and did her 'one on one' interview shortly after. So yes, maybe once you start the clearance process I could understand someone keeping an eye on you, but I highly doubt they would have the resources for something like that if they hadn't even offered you a job yet.
