I heard that starting vacation is usually 2 weeks, then increases to three weeks after 1 year, and 4 weeks after 5 years. Is it negotiable to ask for 3 weeks when hired if you are coming in as an experienced hire (5.5 yrs consulting)?

It's three weeks, but technically only for the first full yr., so if you started after sept 30, you get nothing until jan 1, or if you start in mid-year you get less then your full 3 for the rest of that calendar year. Not sure if any of it is negotiable.
