I have an interview coming up with Cap Gemini in Atlanta. I am looking to move to the northeast. Is it better to tell the recruiter right away or wait till they offer me a job first.

geographic regions - there is no certainty that the NE region would accept you. The South region is likely to be perturbed if you accept a job and then want to move to a different region.
