My guess is based on (1) about a decade of personal experience in working in WCB and (2) reviewing the official numbers on work kix (PSOs and VDPs) as reported by WCB leadership. I also reflect that fact that while WCB has had large and vibrant functional practices in Operations, IT and Organization, it has not had an equivalent functional practice in Strategy for several decades. Hopefully this will soon change.
Your definitions are not bad, except I'd include Pricing as part of strategy work.

I respect your assessment since you've worked there for 10 years. But as someone who works there currently, I can tell you that my engagements have been heavily in the 1st category(strategy) as I defined above. If you add Pricing to that 1st category (which makes sense), it's even more so.
Maybe it's an office thing? SF and NY more strategy, whereas Chicago and Cleveland more ops? I'm not sure how to reconcile our different experiences.
In any case, as another poster mentioned, not being so strat heavy may be an advantage -- gone are the days when ceos will pay more (or at all) for fluffy strat stuff.
