I've also heard that WCB and WTB merging. How will it affect ?
Does it mean that if someone is doing tech project on heathcare line they have to work on both govt and commercial health agencies/industry ?

Great questions ... I recently turned down an offer from the OCT in Mclean because they were unwilling to let me come in as a Lvl 4 ... It is VERY rare to be hired in as a Lvl 4 ... The Lvl 3 to 4 promotion (or lack thereof) is a BIG way Booz weeds out folks ... Many come in as high lvl 3 (sal ~$130K), with no bonus (except for 401k match) and languish. As for the merger, many Lvl 4s believe that this will make it MORE difficult for 3s to become 4s as the organization becomes more flat.
