Booz Allen is unique amongst the large consulting firms in having both a sizable public sector business (unlike Accenture, Deloitte) balanced with a large private sector business (unlike MBB). So any comparison is complex.
Booz Allen's work in the private sector closely resembles McKinsey, who is far deeper into implementation (yes, including IT) than some people seem to understand. It is just how the market evolved over the past decade. Clients want more than strategic insight these days. B&B are evolving in that same direction but behind. So yes, as a % of revenue, BCG does more pure insight work than Booz Allen, but that is a bad thing, not a good one, for the clients and ultimately for the teams.
The public sector as a whole is more into transformation work and less interested in pure insight, so the public sector at Booz Allen is heavily focused on implementation work. Having said that, Booz Allen leads the federal consulting space in terms of insight consulting (called "domain" in the firm). Other consulting firms don't have such deep domain practices.
Accenture is another odd case. It seems to be primarily an IT and BP outsourcing firm that uses "strategy" consulting as part of the sales force. We never see Accenture in the market for strategy work unless there is an outsourcing or big IT systems opportunity involved.
So be careful about comparisons. The market has migrated and so the companies increasingly diverge into their own specialized positionings. |

889djj, you're right. Accenture's Strategy practice has evolved into a bit of a selling machine. The most successful Strategy based offering at ACN these days is SITE (Strategic IT Effectiveness) which aims to address the CIO agenda. In practice it does a lot to shape up clients in order to sell them large outsourcing/IT transformation deals which are Accenture's bread and butter (and the cornerstone of their business model).
