this may not be what you want to hear, but without a masters or MBA a L3 offer means you must have some hard to find skill, that said $85 is probably the best you'll get from BAH. It is at the lowest end of the L3 range. With a masters and 5yrs an L3 would be more likely in the $90-$95 range.
