Obviously if you don't abuse the sick leave policy the change would probably provide for a net positive effect (same for personal days).
However, since technically you're supposed to have your manager's approval to take any PTO day, you would need an "OK" before you could take a sick day. Difficult to do depending on your manager...
There are lots of new angles like that in the policy.
