My dealings with BAH HR has been "insane" (Insanity: Doing the same thing and expecting a different result).
Recap:
Jan 20 we are working on an offer, and we'll have it for you by mon (jan 23, "congrats!" ...
wed., jan 25: there has been a change in plans, can you interview with more folks
jan., 30: interview ... receive a call on tues. (Jan 31) ... we'll have an offer for you today ... friday, feb. 3 (we're still working on it, how about monday, feb 6?)

What is the current status of your offer?
What was the team you interviewed (OCT?)? At which office is your recuiter located.
I have encounted delays and last minute interview plan changes (flight arrangmeents made with no follow-up)during my interactions with a couple of BAH locations.
