I have offers from both coming this week and weighing them.
From what I heard ...
Booz (Pro: Established in DC; Con: Stingy on title and $$$)
PRTM: (Pro; Great $$$; Con: Not established in DC and poor work-life balance).
Any confirmation or additional insights?

Probably not the answer you're looking for, but I chose PRTM over Deloitte (commercial sector) very recently. These factors are general and should apply to the Govt. sector as well.
Primary pros:
Good $$ (as you noted).
Smaller company with flatter heirarchy; promotes faster growth.
Pretty good work-life balance (not sure how it may fall relative to Booz).
Nature of projects undertaken and client list.
The only significant con in my opinion: lack of brand name recognition like Booz, BCG or McKinsey.
