OCT does not really specialize in strategy. It brings functional skills in organizational design, change managment, BRP, etc. to large clients in industry and government. Some of the work no doubt involves strategic thinking, but it wouldn't meet the needs of someone who wants to be known as a strategist.
There's not much of a market for pure strategy. Companies and government agencies don't really want to pay big bucks just to be provided with abstract insight.
