This time for new work should not be buried in existing job numbers.
You should report this up the chain of command.
Auditors look for these types of transfers. It used to happen in the old partnership days when partners where cooking their own books. In these cases they were only lying and stealing from fellow partners. Now in the public world, they have the SEC and stock holders to account to.
I hope the relevant people get caught and screwed! |

If indeed you are asked to report these hours into the actual billable engagement number (not some other proposal number, BD, non-charge, etc,), a call to the whistleblower hotline might be in order.
There are some exceptions where this is noted in the SOW that the proposal hours are recoverable... This is VERY rare, and I have seen it only once.
