you asked for the ratio on ratings. these are guidelines. A high-performing MD could push more people into the higher bands if he really fought for it.
SE -- Top 5%
EE -- The next 15%
ME -- Roughly 70%
MS/NM -- approx 10% could fall into this band |

the correct distribution curve is as follows:
SE/EE: 25% combined with an expectation that is no more than 10% SE
MS/NM: 10% with an expectation that those who have poor performance are rated as such
Leaving the middle ground to be 65% as ME.
At different drill downs the percents will vary slightly. An aggregate level of 300 resources should see a good fit to these distributions; even at a aggregate of 50 resources the distribution should hold closely. At a PM or MD team level the distriution may be skewed higher in the SE/EE category (perhaps a total of 30-32% combined) or lower do to the smaller sample population.
