you asked for the ratio on ratings. these are guidelines. A high-performing MD could push more people into the higher bands if he really fought for it.
SE -- Top 5%
EE -- The next 15%
ME -- Roughly 70%
MS/NM -- approx 10% could fall into this band |

These aren't guidelines these are fixed quotas. it starts at the top and then goes to the BUs who then distribute then to the segments on down to the MDs. Yes, if an MD group does stellar they may get a few more in their ratings allocation, but they have to come from some other lower perfroming MD group within the Sector/Segment/BU. THis includes having to give a MS/NM to someone within each practice.
