PS represents half of the entire company's revenue, and is under more scrunity (audits, DCAA compliance) than all other divisions in BE. For you to assume that TIMEnX is fine is ignoring a critical portion of BE.
Considering the daily requirements PS employees have to enter their time, and being denied access by the government to the BE network, it forces the employee to enter their time at home (if they can, since many can't) or go into the office every day to enter their time. Ridiculous.
It would be to the benefit of BE - from a compliance, time and money perspective - to have a web-based solution.
However, there is news.. apparently, Accounting and Finance is supposedly working on a Web-based solution that could be rolled out as early as the first quarter of 2006.
