Can i ask personal questions about a person's age (and possible handicap) during an interview or is this out of line?

Personal questions are way out of line and only leading you down a troublesome and litigious road.
I would advise that you get your hands on some interview guidelines material or speak with someone who is knowledgeable about interviewing before you interview anyone. It is also helpful, if you haven't yet, to shadow someone on interviews for a while before you do it alone.
