For someone who is new to the PR industry - is it better to work for a big international PR company or a small boutique firm?

It depends. My personal opinion is that it's better to start small. You get so much more experience that way, and the big guys can be miserable if you're just starting out. It's also easier to prove your worth and move up at a small agency, without the red tape and mandated path at the big guys.
However, you also must consider your resume. It sucks but the fact is that a big name stands out whereever you go, while a smaller boutique firm may be unfamiliar to whoever you're trying to get your next job with.
All in all, I'd still go small...
