Syracuse has a masters in advertising but it's only for students w/ no previous ad experience. BU has a program as well.
Some of the better agencies outside NY are Fallon in Minneapolis, Leo Burnett in Chicago, and Arnold in Boston.

Are you kidding me, a MA in advertising? Do you honestly need a Master's for advertising? NO. Absolutely not.
