"19. REFERENCES: Obtain signatures of three (3) references, listing name, address, occupation, and length of time they have known you.
One reference should be a CPA and two people other than CPA??s, all of whom have known you for the past three (3) years, and are
residents of Pennsylvania. Relatives are not accepted. If any of the three references you provide does not meet one or more of the
requirements, please attach a separate sheet with a brief explanation."
This is a silly requirement and I can't imagine they hold strictly to it. The fact that they allow you to attach a separate sheet seems like they realize that it might not be possible. Get references - 3 of them not from relatives and hopefully one being a CPA. If they are not PA residents or if you haven't known them for over 3 years simply explain why you picked them. check with the state board but i'm sure that should be fine.
