consider, ACN may have answered an RFP from a client, along with maybe 3,4,5 other firms.
The project requires x,y,z skills, of which they currently have only x available in-house, so they need to identify candidates for y,z. Perhaps they receive 100 resumes for each skill, (conservatively), of which they select 5 for each to interview ...
It's been sometime since I studied probabilities, so I can't arrive at a hard number of the actual chance of receiving an offer ...
All things equal, 1/5 of them landing a contract, 1/20 of being selected for an interview, and 1/5 of being offered a position ...
sometimes, you gotta cast a lot of lines to land the fish

... which is often very high ..
