I am thinking and I believe my letter said something similar to what you are saying, but I got paid already. So if you can copy and paste the wording, I can check it with mine.
Also, ask your recruiter if you will be paid in first or 2nd check or is it 12 equal installments (like buying a piece of furniture on no interest credit card!)
The person asking about relocation - also ask recruiter if it is lump sum in 1st check. The difference is that signon is usually a higher amount (5K,6K,10K,even upto 15K I have heard).
