So, here is the total package:
90,000 --> Base
15,000 --> Sign-On
9 years experience, coming in as a consultant.
Any other thoughts worth negotiating?

I would STRONGLY try to negotiate the level you are coming it at.
I would try to see why they cant bring you in as a Senior Consultant. The banding overlaps enough that the pay can stay.
You just dont want to have to deal with TWO promotions to get to manager.
