In my country (EU) ACN is much better ranked on the prestige list than Deloitte! so I should go to ACN.
I know a guy who went to Deloitte after ACN. He says that the culture at deloitte is much less professional and challenging..

Less challenging and professional than . . . what? Has he worked at both ACN and DC? Even if he has, one, single, opinion can't negate what the vast majority of people have concluded. Deloitte certainly has a better reputation than ACN. No questions about it. I don't know which "prestige list" you are talking about. Do you mean which company has the glossier web site? The more famous golfer in its ads?
