Managers and Partners also report more than 40 hours on their time sheet if it's chargeable - not to earn OT, but to bill the client.

On a fixed bid, there is no way a MGR/SMR/P would ever ever bill over an 8 hour day. There is no incentive for anybody because the client has a fixed price regardless of hours, and any Mgr/SMR/P OT would take it directly out of the Projects Profitability Margin.
If its T&M project, you may consider billing actual hours, but even with T&M, you've given the client a planning number that the project will cost even though its T&M. A client will never have an empty checkbook without you setting their expectation on how much it will cost
Unless the T&M price expectations to the client included our "executive OT", the price would come in way to high to the client and your estimating credibility will be shot.
I have never, ever billed anything except an 8 in the 8 years since I made mgr.
