I'm not familiar with the details of this project or our role in it's probably not our fault.
Some of our competitors in the defense space (Northrop, Lockheed) throw tons of money at lobbyists/congress to influence the outcome of contracts negotiations and projects.
Remember when we won US Visit? Lockheed lobbyists nearly derailed us within days because we are not an "American" company. They had a rider attached to a bill that would detach us from US Visit, and all future USG projects. All you need is one influenced senator or representative to throw a fit.
