Nothing is precise about timelines for promotions. It's a direct function of your performance, your personal standing and the firm's or rather your OG's budget. Time comes last.
If you're too shy to ask your CC these questions I'd venture my opinion that you shouldn't expect very much, promotionwise. Your CC is involved in the process. If you aren't able to discuss it with him in a professional manner ...
btw: Exceptional performance may lead to a Consultant promotion after 18 months at level, external time credits included. Now you do the math - and start talking to the people who you are depending on for your career.
