New leadership took over the BS account back in November. "The Don" took over, which means things MUST of been going downhill for awhile. I've heard things were pretty awful there, so no surprises.
As for On/Off-Shoring, where the hell have you been for the past couple of years....literally EVERY project we do going forward must have some off-shore component. It is the only way we can stay cost-competitive.

I was there for several months last fall. At the time there were 350 ACN onshore and I think 50+ offshore. The goal was to increase to 750 onshore and 150 offshore by the end of 2006.
This project is so overwhelmingly huge. There were many ownership and communication issues while I was there -- especially becasuse there are teams from 3 companies onshore jockeying for position (Accenture, BearingPoint, CapGemini).
The article doesn't explicitly indicate layoffs, just that they will not be working in Atlanta anymore -- would Accenture really cut jobs while there are literally thousands of open roles?
