RE:"How should I address the desire to take a project overseas? When is the right time to bring it up?"
If you raise a question like that, you'll give them the impression that your own desires and goals are important to you. You must make it clear that what is important to you are the goals and requirements of Accenture. Let them know that you are happy, indeed, eager, to go wherever Accenture needs you to go. It doesn't matter to you whether it's a boring suburb of Albany, NY or some exotic, far-off destination. You are there to make money for Accenture and to help the people above you get good reviews and get promoted.
The best approach would be for you to find out what requirements, headcounts and skills are needed overseas, then position yourself for one of those positions. Then make a case to them showing why it would be very productive and profitable for them to send you to that overseas engagement. Make it clear that your motivation for going there has nothing to do with your own, personal, desires to go overseas but, rather, your very strong desire to help Accenture succeed.
To have to frame it in such a way that you're not arguing why YOU are the best choice to go there but you are arguing why THEIR DECISION TO SEND YOU is a smart and profitable move on their part. There is a subtle, but important difference here.
Remember, this is not school. You don't get to "pick" your major or which dorm you get to live in. You don't "pick" the engagements you want or the locations to work in. You don't pick the areas or subjects you want to get experience in. You "pick" to go and you "pick" to do whatever will help Accenture the most and whatever will contribute to the growth and success of the company.
You must show them you are team player. Even if, in fact, you don't feel this way, you must make them believe that YOU believe that it's all about THEM and the company and not about YOU.

Be just like the senior executives or partners: say what you think others want to hear, do what is best for you.
