That's true to some extent, but the promotion from analyst to consultant is much more of a "gimmee", especially compared to the other promotions... It -may- set you back one promotion cycle, but I wouldn't be certain of that. What the previous poster says is especially true once you are trying to move from consultant to manager or manager to senior manager, etc. It also depends on the "culture" of the offices you're coming from/going to. e.g. I'm in the DC office with a large client. Getting promoted to some extent is all about showing you can do the work and having the people above you work for you at the ladder meetings. But that's at the client level, not the office level (of course my client has 200-350 people at any one time).
Of course, it's always easier if you have someone to support your transfer. The easiest way to transfer is to get staffed on a project in the location/market unit you want to transfer to and then have them push for the transfer to go through. That's what happened to me with my transfer (though it wasn't a conscious decision on my part to get staffed on a Government/DC project, that's where I ended up transferring).
