Everything I hear - and I have a true inside officer source - is that it's done except for the fat lady singing. More officers than expected signed on and more money was raised than needed to send to eds. A number of departees, even recent ones, have been clamoring to get back in before the train leaves the station. Most have been told no.
I'm told that there are some bank papers and technical contracts to be signed but this will all be finished this month.
It's a new era, despite the naysayers.
