In the 1950s, Congress authorized the Atomic Energy Commission both to encourage the development of newly available commercial nuclear power and to regulate its safety. Critics believed that the AEC's efforts to promote the industry negatively affected their ability to impose strict guidelines on its growth, and attacked its standards for assessing public safety and environmental impact. Congress responded by shutting down the commission and creating two separate groups in its place, opening the Nuclear Regulatory Commission for business in January 1975. The......
