About Locke Lord LLP

Locke Lord LLP is the result of an October 2007 merger between Texas-based Locke Liddell & Sapp and Chicago's Lord Bissell & Brook. While it took some time for the merger dust to settle, the deal cemented Locke Lord's reputation for aggressive reinvention, with the firm grooming new leaders and claiming new turf in recent years. 

Lone Star Superstar
Locke Lord traces its roots back to 1890s Dallas-where former Valparaiso University math professor Maurice Locke opened shop-and pre-WWI Chicago-home of John Lord, founder of Lord Bissell and future FDR Cabineteer. The Windy City operation soon narrowed its focus to five core areas-trial, tax, public utilities, insurance, and corporations and estates-while the Lone Star State outfit maintained a wider practice scope. Over time, Lord built a lucrative real estate development practice, while Locke expanded its breadth to include statehouse lobbying in Austin. 

In 1999, Locke Purnell Rain Harrell merged with Liddell Sapp Zivley Hill & LaBoon in what was at the time one of the largest legal mergers ever. Six years later, Locke Liddell established a presence on Capitol Hill, following that with the creation of health-care-centric digs in Sacramento a year later. In 2007, two partners made high-profile political moves: Jerry Clements in her ascendency to the managing partner post and former White House counsel (and one time Supreme Court candidate) Harriet Miers in her return to the Dallas office. Ms. Clements is one of only a handful of women leaders of a Top 100 American law firm. She serves on the Baylor University Board of Regents and is a governor-appointed Yellow rose of Texas for the positive recognition she has brought to the State of Texas.

Locked Down
While the most recent merger involved two heavy-hitting regional firms, there's no confusing who's now in charge: the Locke Liddell influence is evident in the lion's share of major assignments the new Locke Lord is handling, with a number of high-profile cases coming from the forefather firm's traditional territory. Among Locke Lord's most noteworthy clients are Dallas-based Belo Corporation, which controls the Dallas Morning News, the Texas Pacific Group and Southern Union. The firm also boasts strong connections to the oil and energy industry, representing giants like Shell Oil and Kinder Morgan.

International Steps & Local Focuses
Locke Lord has recently turned its focus overseas, opening its first Asia office in Hong Kong in 2011. From that base, the firm serves international clients and multinational businesses throughout the region, specializing in capital markets, real estate and other business transaction matters. Europe is served by a London office that focuses on insurance and reinsurance matters, including claims, litigation, underwriting and regulatory issues.

Although Locke Lord is a full-service firm, many domestic offices take a focused approach to their practices: energy is the name of the game in New Orleans; intellectual property rules in San Francisco; and (surprise) government affairs, finance and corporate transactions, and regulatory law dominate in Washington, DC. From its base in the Capitol, Locke Lord also fields a lobbying team that caters to financial services companies, representing them before Congress and federal regulatory agencies.

Litigation Leaders
Texas Lawyer announced Locke Lord as its 2014 Litigation Department of the Year-the top large law firm in the general litigation category. The weekly newspaper referred to Locke Lord's "Supreme Year" that involved notable litigation victories in 2013, including a favorable ruling by the Supreme Court of the United States in Atlantic Marine Construction Company, Inc. v. J-Crew Management, Inc. Locke Lord has more than 125 litigators in Texas and almost 300 firmwide

Justice for All

Locke Lord was honored with the 2014 Beacon of Justice Award from the National Legal Aid & Defender Association. The firm received this national honor in recognition of work that led to the passage of the Michael Morton Act in Texas-a landmark reform of the state's criminal justice system. In 2012, a team of nearly 40 Locke Lord lawyers worked with the nonprofits Texas Appleseed and the Texas Defender Service to interview prosecutors across Texas and analyze their criminal discovery practices. The research uncovered systemic inconsistencies from county to county regarding what information was provided to defendants during discovery. In some cases, the withholding of information led to wrongful convictions.

Ensuring Arbitrator Neutrality

The Texas Supreme Court issued a decision in favor of Locke Lord client Illinova Generating Company, a subsidiary of Dynegy Inc., in Tenaska Energy Inc. v. Ponderosa Pine Energy LLC. The court's opinion is significant because it reaffirms the duty of a neutral arbitrator to fully disclose all non-trivial facts and relationships with parties and their counsel that might create a reasonable impression of the arbitrator's partiality. The underlying case concerned a $125 million arbitration award in Ponderosa Pine Energy's favor over the purchase of a Cleburne power plant, which was sold to Ponderosa by a joint venture that included Illinova and Tenaska Energy.

Shooting for Significant Verdicts
Locke Lord's representation of Retractable Technologies, Inc. in its $113 ‎million jury verdict against rival syringe manufacturer Becton Dickinson & Company has been ‎listed No. 17 in the National Law Journal's Top 100 Verdicts of 2013. Dallas Partner Roy ‎Hardin led the team of Locke Lord lawyers in the antitrust and false advertising suit.

December 2013

Supreme Work
In a unanimous decision, the Supreme Court of the United States ruled in favor of Locke Lord LLP client Atlantic Marine Construction Co. in a highly watched case regarding the validity of forum-selection clauses in business contracts. The decision will impact any business, large or small, that agrees to select forums for settling disputes. In this case, Virginia-based Atlantic Marine had subcontracted with J-Crew Management, Inc. of Killeen, Texas, to provide labor and materials for construction of a Fort Hood children's center for the Army Corp of Engineers. The contract agreed upon by both companies stipulated that any dispute in the project would be heard in Virginia. After a dispute arose, J-Crew filed suit in federal court in Austin. The Supreme Court agreed to hear the case after the Fifth Circuit Court of Appeals supported an earlier ruling from the U.S. District Court which stated that hearing the case in Virginia would result in significant expenses and inconvenience for witnesses and parties in the case.
